CELPIP vs IELTS 2026: Which Test to Take for Canada PR

For Canadian permanent residence, IRCC accepts both CELPIP-General and IELTS General Training, and neither one earns you extra points. Your scores are converted to Canadian Language Benchmarks (CLB), and the CRS only looks at the CLB level. So the real question is not which test is better, it is which test lets you hit CLB 9 more easily. What IRCC actually accepts in 2026

According to the IRCC language test page on Canada.ca (last updated June 22, 2026), the approved English tests for Express Entry are:

  • CELPIP-General. The CELPIP-General LS version is not accepted for Express Entry.
  • IELTS General Training. IELTS Academic is not accepted, and IRCC explicitly does not accept IELTS One Skill Retake for Express Entry.
  • PTE Core. A third option many people forget exists.

Whichever you take, your results must be less than 2 years old both when you complete your Express Entry profile and when you submit your application for permanent residence. Applying with expired results means refusal, not a request for more documents.

The scoring difference that decides most people

This is the part that matters more than test-day comfort. CELPIP maps to CLB one to one. A CELPIP score of 9 in a skill is CLB 9 in that skill. There is nothing to memorize.

IELTS does not work that way. IRCC converts each of your four IELTS band scores independently, and the thresholds are not the same across skills. Your overall IELTS band score is ignored entirely for immigration.

Look closely at the Listening column. To reach CLB 9 on IELTS you need Listening 8.0, but only 7.0 in Speaking, Reading and Writing. That single band is where a lot of Express Entry candidates lose CRS points. On CELPIP, CLB 9 means a 9 in every skill, with no skill quietly demanding more than the others.

Practical takeaway: if your listening is your weakest skill, CELPIP removes a trap. If your listening is strong and your writing is shaky, IELTS may be more forgiving, since Writing 7.0 is enough for CLB 9.

What CLB level do you actually need?

The minimum to qualify and the level worth targeting are two different numbers. Here are the IRCC minimums by program:

  • Federal Skilled Worker Program: CLB 7 in all four abilities in your first official language. A second official language needs CLB or NCLC 5.

Mistakes that cost people points

  • Taking IELTS Academic instead of General Training. IRCC will not accept it for Express Entry.
  • Taking CELPIP-General LS. That version is for citizenship, not permanent residence.
  • Using IELTS One Skill Retake. IRCC states plainly that it does not accept this for Express Entry.
  • Letting results age past 2 years. They must be valid both at profile creation and at the moment you submit your PR application.
  • Chasing an overall band score. IRCC never uses your IELTS overall band. Only the four individual scores matter.
